OCD/NCD distribution tool question

Just got my NCD distribution tool. I'm using it with 18g of coffee in an 18g VST basket. I've got the tool adjusted as shallow as I can get it and no matter what I do some coffee is trapped by the tool. A video I saw suggested that means the tool isn't shallow enough but I have it as shallow as I can get it. Is there something obvious I am missing?

If you have a naked portafilter, after twirling your distribution tool, while holding the distribution tool in one hand to keep it in the portafilter basket and the other hand holding the portafilter handle, bang the two while holding them together on your tamping mat and any coffee stuck to the distribution tool should just fall off and be ready to be compressed by your tamper.

What happens when you use less coffee? Also, how flat is the bed before you use the NCD?

BTW, for videos, stick to the Nucleus Coffee Tools ( http://www.youtube.com/channel/UCi8x1lfsI12QtBth_CslgAA ) and Ona Coffee channels ( http://www.youtube.com/channel/UCvwLJ4owqt_I2QqqC2OE0_A ). Other channels may use the OCD/NCD differently from what Sasa Sestic intended.
