Necessary to close the grouphead for steaming with La Pavoni Europiccola?

Hello, hello.
I have had a Pavoni Europ. Mill. for some years, though never used it, because the portafilter was never there.
Have ordered one now from a guy in Italy.
But there is this disc that followed with the machine, it fits into the head, and the text on it says ; for steaming only.
There are no holes in it, so I gathered that it was supposed to stop water from coming out of the head when steaming,
creating higher pressure, though videos on Youtube does not use this disc.
Anyone knows what this is for, and/or necessary for getting steam?

When the lever is down, the connection to the boiler is shut off. I dont see how a disc in the portafilter can make a difference.

If the machine was sitting idle for years, i recommend taking the head apart, check the piston seals, and apply some lube (dow 111) on the seals before putting it to first use.
