Main outcome from this is that machine has a bit dangerous design with constantly active triac that "holds" the heater like wound gun allowing to heat and burn for this machine in standby mode! Why there is no conventional thermal fuse here?! Why such weird design without SSR or mechanical relay?

I agree, it's a very strange design and layout, downright dangerous! I have solved it by having a timer for the outlet that lasts 15 minutes so if this happens again at least it not running until it catch fire.
