Solved it:
Ended up lucky not to have a problem with gicar. The problem was with the rotary pump that got stuck (it was vibrating the whole machine and made it difficult for inexperienced to pin point the culprit). I forced the pump to rotate by using a screwdriver from the back of the pump. After pump stared to work i used a descaling solution to clean it properly.
Now PID turns on right the way and the pump works with minimal sound.

How weird. Glad it wasn't the gicar! Thanks for getting back and letting everyone know what fixed your issue.
