2000 ECM Giotto from cold start, pressure/temp builds but ...

My 2000 ECM Giotto started behaving oddly.
From a cold start, pressure gauge indicates appropriate pressure, group head heats up well.
But as soon as i open the steam wand the pressure drops to zero and the boiler comes back on. I wait until pressure appropriate and repeat. The process continues with the pressure building and me then dropping it (a little less each time) with the wand valve ... i have to do this 3-4 times to get to a place where opening the steam wand releases steam without a dramatic drop in boiler pressure.

Thoughts? It used to operate that from a cold start, if the pressure was right and the head was hot ... I was ready to go. No longer.
Any ideas on what might be causing this behaviour?

Check the anti-vacuum valve first
