No. Unlike regular email, if the sender deletes the PM from their Outbox, it's deleted from your Inbox. That said, if you have "Email" checked in "Someone sends you a personal message" of notification options, you'll get a copy of the PM immediately when it's sent (this is explained in more detail in PMs stuck in Outbox).

Is it possible to send the full message in email? It seems to be truncated.

It's truncated to encourage members to use real email, not the board's PMs, which are really meant for brief exchanges. Limiting message notifications also discourages members from replying to it, thinking that it's the sender's email instead of HB's no-reply one. In any case, I've doubled the limit, which should handle the majority of cases.
