One of my favorite tools, giant chan-nel-lock pliers. One and a vice will unlock it for sure, or two. Just use some thick rubber to protect the metal.

local lumberyard big box store. Locate the wood dowel rod section and buy a 1 foot or longer rod about 1 1/4 to 1 1/2 inch in diameter and then cut off a 10-12 inch piece if it is longer. This will provide plenty of shock and you can whack the lock ring, the thin one, rather hard with this.

Barb - I'd think that using 2 opposing strap wrenches like these for $10 from Amazon, would certainly be able to do the job without damaging anything:

Have you tried a gentle heat with a hairdryer? Also tapping it carefully on a wooden counter might dislodge it.
