The grinder won't make noise if you get yourself a hand grinder such as Lido E, Pharos, Mahlgut, HG-1... etc.
Then there are also differences between electrical grinders. Usually the cheaper ones make more noise. But you'll have to dig deeper into that if it is an issue...
