I disassembled and cleaned the water valve in my C85. I took photos as I took it apart to keep track of what went where. I replaced all of the conical rubber seats on the flow control valves and all o-rings in the valve. I thought I was putting back together according to the photos. I have a problem. As soon as I turn on the water line valve, water flows to the drain out of the pressure relief valve on the water valve. If I push on the manual fill button, water will flow to the boiler and the flow from the pressure relief vale will stop. Then when I stop the manual fill, water will resume flowing to the drain from the pressure relief valve.

I have taken it apart and reassembled it and don't see anything I did wrong. I need ideas as to why the flow from the pressure relief is happening. I do not have a schematic of the water control valve so I am a little vague on exactly how it works.
