How are grinding burrs measured?

Are the measurements from the smallest diameter of the burr or the largest?
Or is it the burr holder that is stated as the burr size?

all I've seen were outer diameter, but you may need the inner one too if you want to determine if a non branded burr set fits your grinder.

You ask about flat of conical burrs?

Mounting holes are also important.

There is a Kickstarter campaign that (as opposed to other makers) gives their burr size by the inner burr.

Yes, and is right, for conical the exit circle has the most relevance, that's why I asked for which burrs type.
