The pressure gauge on the front of my machine is currently reading 13bar when I brew coffee and the pump is whining, I try adjusting the pump pressure but it didn't change, I turned the set screw both directions with no change in pressure

And everything was fine one day and "bad" the next ?

With no other info, I would say that the relief/regulating valve in the pump is stuck. Are you feeding this pump with filtered/treated/pressure regulated water? Complete pump nameplate data would help.

Been having this problem since day one and yes the inlet water is filtered. Is there an easy fix for the stuck regulator

Disconnect the pump electrically and flush some water through an empty portafilter. What does your brew pressure gage read under these circumstances?

Shut the water supply off, remove item 16 and check for free movement of item 13.

If you are plumbed in and do not have a regulator on your mains you may be chasing a rabbit. You need to establish a good stable input pressure first. Most machines like 2-4 bars of input pressure from you mains then adjust your pump to the desired pressure. Fluctuation in the mains pressure will give you fits.
