Could a Dragon HX transform into a quasi-double boiler via a PID?

The forums hold much discussion regarding a PID on a HX but I understand that discussion is mostly about the more popular "Mixer" type HX's. But what about the Dragons?

As such my Rancilio EPOCA S1 is a dragon. I would only PID it if the PIDing could result in a fixed offset between the boiler and brew tempratures even if a small but fixed flush is required.
