Lelit Victoria stupid question about hot water and steam wand

Hello everyone!
I have a stupid question about Lelit Victoria.
This is my first relatively "serious" coffee machine. It has three buttons: coffee, hot water, steam and a separate steam/water knob. If I want to pour hot water I should press hot water button (pump turn on), than open the steam knob. But, if I don't press button, and only open knob - the water still comes out (but pump isn't on). Is it okay? What happens when I do it like that? Why it's like that

The reason is that the pressure in the boiler is more than atmospheric.
