When I turn on the power on for the Isomac Relax - the heat element light briefly turns on then off indicating the element is off. I assume there is a safety that prevents the heat element from turning on if the boiler is empty - if I short the water level probe briefly, the heat element will turn on.

I ran the pump until cold water comes out of the grouphead and switched it off. Upon switching it off, the pump is supposed to autofill the boiler which never happens. I did a visual inspection of the control board and I did not see any burnt capacitors/resistors. The manufacture date on it is March 2013 so it is not too old.

What are the possible causes for this issue?
