Why isn't sweetness a cupping score category?

It seems as quantifiable and important as acidity and body.

Also I've read sweetness is more of a roast characteristic than a varietal one, but I'm not sure I totally buy that. Aren't some beans just sweeter?

It is a category on some cupping forms, just not everyones. I place high importance on it for a few reasons. One as you mentioned it is a a basic taste and evaluating its relative intensity should be one of the more objective categories on a cupping form. It also indicates that the coffee was picked ripe and was roasted properly. Coffee should be mildly sweet at its best.
