That looks like a percolator. Those usually spit lukewarm water over the grounds while heating the water up. The water reservoir is also the brewed coffee reservoir, so initially water is poured over the grounds, making weak coffee. Then the weak coffee is poured over the grounds. Over and over while coming up to temperature.

Ya I remember a now classic Proctor Silex percolator on the stove growing up. Never asked the folks what happened to it.
