Nuova Simonelli Oscar - Very slow brew time

My Oscar seems to be brewing very slowly. Even if I remove the portafilter, it won't fill a 2 oz cup for about 35 seconds. I read some other posts about perhaps needing to replace one of the valves. The steam comes out really strong and the heat works great. Any ideas?

I noticed that as I brew, the 3-way valve allows water to go through the red tube to the left of the valve. Isn't it supposed to only push water through after the button is turned off to purge the line?

Update: I followed instructions to descale the machine. Not much came out, but now the issue is that it GUSHES out when I turn it on. Is there some kind of adjustment that needs to be made, or is the regulator broken on the machine?

best guess the 3 way or the neplex valve
the neplex retaining / expansion valve on the left side is a spring loaded seal
the spring can weaken with heat and age
be aware there only 4 or 5 threads for this valve in the group head
pipe sealant from the factory has likely hardened to a cement like consistency
proper fitting tools and support are recommended , and there is little room to work
support the body of the valve while turning the end piece in , compressing the spring and seal , if it still fills the drip tray , try a socket to remove the valve...
or the 3way fails to open , electrically , or is blocked by scale
