I had the exact same dilemma a year ago. I went to 1st lines shop in NJ and they set me straight. I was willing to spend more but the recommended set up ended up being the ECM and a mazzer mini. I'm delighted with it. The only downside was that it did overheat once when I left it on for over a week, one of the electrical cables inside melted but it was an easy fix, they posted out the wire for free and it was a 5 minute job to swap out. I love the set up, it looks awesome and is solidly built and aside from that one time it makes consistently good espresso

I think there's nothing espresso maker and grinder cost under $3000. My Aunt has Grindmaster 1700 Espresso Machine (espresso maker and grinder) in their house and as far as I know they bought it last month and it cost $3,490.00 not too far from your budget. :)
