Rancilio S20 steam valve doctor needed!

I have noticed a graphite-like powder under the knob on my 20 year old 2 group Rancilio S20. While opening the steam valve there has been slight resistance since acquiring it three and a half years ago. Today the last straw was pitched on the camels back and I finished steaming milk with a flat head screwdriver to open the valve. While opening the valve (counter clockwise), no steam exits and it will turn all day. While closing the valve, it tightens up in one full turn regardless of how many times it was turned the opposite.

I have found rebuild kits, replacement springs, brand new valves and more. I am leaning toward the conclusion that a spring is broken however because of the machines age, it could be anything. If you have dealt with this before, I would most like to hear how you sussed it out.

Also, can/should steam valves be lubricated? With rebuild kits, what comes in the goodie box?
