Procon Series 1 pump pressure too low

I'm still in the process of working out the bugs in my newly purchased 12 year old Bricoletta. I've not been able to get brew pressure over about 2.7 bar (40 psi) as verified using a portafilter fitted with a 0-200 psi gauge. As a result of this low pressure, there's no way to get more than a dribble from portafilter when loaded and tamped. I've tried to adjust pump pressure but see no change is gauge reading when doing so. Pump and motor sound fine and pump fills boiler okay. I've also had everything apart and checked for blockages both in plumbing and the brewgroup and all is clear. I have no history on this machine so I guess it's the original pump. Is this indicative of a failing pump that cannot build up enough pressure at group? I'm at my wits end but don't want to throw more money at it without further guidance from the experienced.
