I would remove the gigleur, the smaller of the two brass hexes on top of the grouphead, and check the orings and the hole in the end of threaded in orifice. This restriction is the first point of pressure build and slows the inrush of water. If it is damaged or missing, you will have a large volume of water before the puck actually becomes the restriction.
