Should flow meter have free flow?

I got my broken Solis Palazzo today, at first I did get water/steam to come out of the steam wand and then it quickly stopped. I get a "Ventilate" request on the control panel and the procedure doesn't work.
So I took it apart and the first part after the water tank is a flow meter like this:

Blowing into either of the connections on it is blocked, should I be able to blow easily into this device? If so then is this what is blocked? Can I clean it or do I need a new one?

Well I opened it and that was it, he had spilled ground coffee in the water inlet which jammed the flow meter shut.
I just passed a needle in the hole to unclog it and it works like new except the steam wand seems to drip a bit is that normal?
I'm sure glad it was this easy to fix!
