Post a new topic or reply to a topic?

How does a logged member post a new topic or reply to a topic?
Specifically, I'm logged in and was in the tips and techniques section and I wanted to ask a question of one of the posters and couldn't find a way to do that.
BTW the BDB review by John Weiss was very welcome, Thanks. Unless I change my mind I'll be ordering one around March.

I don't understand. There should be a "New Topic" button similar to this screenshot at the top of each forum:
There's a similar "Post Reply" button for each thread. For individual posts, you can also use the quote button; it's the button with the double quotation mark in the upper-right corner of each post. Maybe you're using a mobile phone? Because of the reduced screen real estate, less buttons are shown. For example, the "New Topic" button isn't repeated at the top and bottom for mobile phones, it's only shown at the top.
