Yes, You can use 1650 W at 110 V, in fact 15 A is nominal rating at 250 V, at 110 V they don't correct the rating because the connector and internals parts are the same (15 A is a max rating because of Joule effect .

The time life is better (typical : between 50,000 and 100,000 ON/OFF cycles at 15 A, 250 V if you use a 110 V suply the number of cycles may be between 100,000 and 200,000)
the maximal operation typical : to follow the data sheet is between 20 and 15 cycles per minutes, Our control proces is around 1 operation per minute
