Loose lever on La Pavoni Europiccola

My Europiccola lever has become loose where it attaches to the fork:
There doesn't appear to be any way of tightening it. The head that holds it has a hole, as you can see, but there is no hex to use an Allen wrench. It seems to be peened on... or something.
There was a discussion here about this about 9 years ago, but nothing very helpful was said beyond getting a new lever/fork.
Any suggestions?
