Based on JohnB's ability to maintain close to 20F/min with a Variac, I hunted around a bit more and found another outlet on a different circuit that measured 122V with no load, 118.5V under full load. On this outlet, I was able to draw about 710W, and saw closer to 18F/min sustainable. So an additional 1.5V translated to an additional 3F/min rate-of-rise (seemingly).
I'm pretty happy with this, but if I did pursue the Variac route, can someone explain how it's safe to crank up the voltage on a circuit that's not able to provide it without the 'help'?
