Wouldn't be too hard to mod that into the Topper, variable drum speed is just a question of getting the right frequency controller for the motor and wiring it in, most work is spent on researching what controller you want. The drum shouldn't be much of a problem either, there are quite a few alloys of steel and stainless out there, so all you need to do is to find the right alloy you want, and fab a drum out of it. I bet that the drums in machines like these are quite "crude" since they need to handle abuse and there isn't much precision needed from it anyway, esp. if they can be made out of cast iron. If you just want the perforations, then it's even easier.
