When you know how the grinder goes together you can make an interlock defeat to allow use of the grinder without the factory hopper.
It is nothing but a piece of thick stiff plastic. Make it to slide tightly through the small hopper interlock notch opening at the rear of the grinder dial. Cut an eighth inch notch across it to hold the interlock switch in the down / closed position. You could make it from a piece of thick plastic taken from the handle of a nylon stirring spoon or spatula. Photos show all: they have been retouched!
