Dont stick your fingers up a grinder . Really dont ...
Is it some kind of static flap ?

It certainly looks like the remains of a flap installed to slow the speed of the grounds as they exit the burr chamber. Doesn't seem to be holding up too well if that is the case.

They say it is normal but i don't think so, i don,t see it on the part list to verry strange.

Did you read the manual? According to the manual it is a silicon curtain.

Then i have a wrong manual.

There is nothing about the silicone flap.

The manual i have seems like the copy of the original???.

Have you attempted to clean the spout with a stiff brush by any chance!?? Either way the curtain has to be changed, the best to email the pictures to your dealer or to Compak they will send you instructions on how to replace the flap safely. Remember to unplug the grinder before servicing.

Are there any actual issues with the grind or grinder?

I see a lot of stuff under the hood of my car and sometimes wonder what some of the bits do. But I wouldn't post them on a forum as long as my car still works without issues.
But maybe that's just me....
