The timer has a solid state switch (triac) that has probably failed and turned into a diode. Consequently a half-wave DC voltage is being provided to the motor, which is not a good thing. I agree with Jim that you should not use it until the problem is fixed.

I use my Tranquilo for drip coffee grinding since I got my Mazzer Mini and have noticed a lot of fines produced when the hopper runs out. The resulting brew turns out to be pretty nasty tasting.

Yeah, that makes a lot more sense than an arcing switch.
