Anfim Best / Milano motor not engaging burrs

Just got a 2nd hand Anfim Milano through the post and it all looks pristine except that the motor doesn't seem to be engaging the burrs - anyone got any quick fix idea what is happening?

Have you checked the power switch and looked for other loose electrical connections? Do you have a voltmeter?
With it unplugged, can you manually rotate the lower burr?

Motor runs when powered up but burrs not turning - the top mounted burr carrier screws down into the lower mount, which is how it's adjusted.
I was wondering if there's a kind of "intransit suspension" that I'm not aware of, or if this is a known problem, at least before I open her with all the faffing that involves.

Is the low burr carrier not attached directly to the motor spindle?
Again, with the grinder unplugged, have you removed the hopper and the upper burr to see if you can turn the lower burrs by hand?
