Pharos and general conical burr questions.

I've been playing with my 2015 Pharos grinder some more. I've been aligning it with the lower burr secured very tightly, and have the rub point at just under 1/8 turn. With my particular grinder, with the shaft runout it has, I think that's about as good as I'll get it without major effort. I've noticed no difference in the cup with varying misalignments, up to a little over 1/4 turn.
My lower burr had the four small springs installed, which I set aside since I didn't see a reason to keep them in place. The only reason I can think of to use them would be if the lower burr were mounted so that it could float a little bit radially. The OE videos for the last few years seem to recommend a rigidly-mounted burr.
Does anyone know of another reason for the springs?
Is the outer burr, when mounted in a Rossi MC, floating?
Do other grinders with large conical burr sets let a burr float?
