Yes, the adjustment screw has a flat screw driver slot on the outside and on the other end is a black piece that actually contacts the cap when adjusted... So that black piece is a bearing? And it should be movable not stationary?

It's not black on mine, though they might have started using a plastic piece at some time. Whatever it is, that metal cup presses against it and spins so it had better spin freely.

Have you taken the inner burr and spring out? Is there a brass bushing behind the spring?

Right, yeah that doesn't move. I've removed the auger not the inner burr but I can see past it to see a brass circle around the shaft.

I think I got it. I'm at work so I can't confirm but as was adjusting the screw in, i think I thought I was contacting the burrs then backing it off from there but in reality I was contacting the shear cap with the adjustment screw with the bad bearing which wasn't the auger to spin, making me think that I was touching the burrs together. And with no pressure from the adjustment screw the auger is backing out and rubbing the cover plate.
