I don't think that's true at all. Artisan saves all your settings in a file, and reads it when you start up. Saving your settings and reloading them after an upgrade will not change what it would have loaded anyway. Anyway, I've never heard of doing this, have never done it, and have now survived 8 or 10 upgrades with no issues.

Save previous setting so you don't have to redo all your settings.

'Save setttings' is in the HELP drop down menu. I'm not sure in what version of Artisan is shows up first; recently someone who was using a 7.? version indicated not having the option show up. You might do well (if you haven't yet) to update to the most recent version before you go looking for that option.
