Too, I am wondering... it appears that there is an air space between the tubing and the boiler since it's probably impossible to wind it so tightly that it touches all the way around..

Mike, At home depot in the plumbing/pipe thread sealant section I found for $6:
Oatey Epoxy Putty - extracted from inside wrapper: "steel filled, hardens in 15-20 minutes, 250F continuous, 300F intermittent, exhibits good electrical insulation properties, etc" Net wgt 4 oz. Looks to be quite enough to do the job.

I cut off 1/4 inch and mixed it in my fingers and thinned it out to 1/8" or so and stuck it to the end of a 3/16 steel rod. An hour or so later, I stuck it directly into a gas flame. It blackened and smoldered a tad. I set the burner to turn the grid cherry red and left the stuff sitting on the grid about an inch or 2 from the cherry red part for a while with no apparent ill effects.

I have just ordered a 24" 100watt rope and will use that stuff to hold it in and imbed a tc (hope I dont forget!!!). No PID yet so will initially probably connect it in parallel to the boiler on the SSR.

PID is down to 212F, learning Stockfleth's, things seem to be progressing very well (meaning taste is noticeably better and much more consistent)!

i think the operating principle is, "any preheat is better than no preheat."

you probably should test the thermal conductivity of the epoxy before you glue your heater with it. it wouldn't be a good thing to embed your heat rope in an insulator, even if it can take the heat.

seems to conduct heat just fine. Darn near burnt my finger trying it. PID on way, rope on way, very soon have actively heated brewhead. :D and it's all Andy's fault! :D watch me forget to imbed the tc! or forget to calibrate it before I imbed it!
