The switch position is designed to fill the boiler prior to turning on the heating element and burning it up. Position 1 is fill and the pump would turn on unless the boiler is filled to the level set by the level probe. If the level probe is corroded it can short and give a false ready so the pump

Sometimes you can remove the needle and put it where it would be zero, I would use a needle puller to make sure you don't bend the shaft. There are other techniques.
