PID tuning after plumbing in

According to the gauge on the front of my machine, my line pressure sits at 4-4.5 bar. I've not installed any regulator, and wasn't aware that I might need to. Is it necessary? I just tried it on my Duetto II (early 2010 model). If I lift the lever to the first place where it clicks, there's no flow...
