Microfoam Consistency- Bottom portion lacking air

No, I am not speaking of Caps or dry foam. I am focusing on microfoam for lattes and keeping the milk consistent as far as the air induced. consistent as in the upper portion of the milk is as thick and fluffy as the bottom portion...rather than have just heated milk on the bottom portion.
