Quick Mill Vetrano not heating, boiler pressure gauge at maximum

This morning I went to make my morning espresso and the Vetrano (which had been on all night) had stopped heating at some point in the night and the boiler water was at room temperature. The boiler pressure gauge was also pegged to maximum but that was clearly false. I turned off the water (it's plumbed in) and turned off the machine and the pressure gauge eventually went down to zero. Also, the drip tray spout has a pretty good leak when the machine is off.
From what I've read, I think the boiler fill solenoid is toast but does that explain the pressure gauge as well?

What happens if you run it off a bottle, not plumbed-in?
