Too little water coming from grouphead?

i am not completely sure, but sometimes it seems my grouphead gives too little water.
So i would like to know how much water the grouphead must give in a period of time, so i can check it..
If there is a problem, i' m practically sure it is the knob of the steam wand, that gets 'stuck' between giving water and brewing. (if i jiggle with it, it seems that more water comes out)
(Maybe ahead of time) but if this is the problem, can anybody tell me which part i have to fix?

According to the manual, the machine uses an Ulka EX5
