Here is the reason why, as asked above:
this unit is designed with a 2 position switch so that it's possible to use only the brew boiler (position 1) without turning on the steam boiler (position 2). Since I drink only espresso, I can use a machine that generates only 600w of consumption. No need to have the other boiler even turned on.
Then when my wife gets up and she makes couple of cappuccinos we turn the steam boiler on.
However, the brew boiler is filled by displacement -- you must let water out to allow water in.
The PID SHOULD arrive turned off. If not, as soon as you turn the switch to position 1, the PID gicar control will power the brew boiler heating element and potentially burn the heating element if it's not submerged.
Although this new boiler has a shorter heating element, and VBM shipped the machines with water in the boiler, you still want to assure that your heating element is submerged.
