Been looking to upgrade from a el cheapo grinder to something better.

I have narrowed it down to two grinders for using in combination with my ECM Botticelli:

The Rancilio Rocky vs. the Demoka M207.

From what I've read here on H-B there isn't much difference? Or is there?
For some reason I prefer the Rocky (maybe because of the fanbase on this machine, Demoka is unknown), but is the price difference of 100 euros worth it?

Skip them both and get a MACAP M4 Stepless. You won't ever have to upgrade.

I had a Rocky and loved it but it can't compete with the MACAP and others in that class.

I know, but I would like to keep it a bit within my budget. If I could I would get the Mazzer, but I would like to spend under eur300,-

In that case I vote for the Rocky. Other than the fact that it is slower and the doser not as efficient than my M4, I loved it. Solid.

I would then suggest looking for a used grinder. Even factoring in a set of new burrs, you should be able to get a better grinder for less that way. Rocky's stepped adjustment is too coarse for serious espresso use. Sure, everything is relative, but one click on Rocky can be 3 to 4 seconds in pull time. Yes, it will be OK for espresso, but in the long run you will probably feel the need to upgrade. Call some of the vendors to see if they have any "customer remorse" returns or demos for sale.
