Wondering what E61 should do in infusion position

I have the vibiemme domobar super with manual lever and when I position the lever In infusion position, no water comes out, I noticed the basket is always slightly wet while the machine is on, is that normal? I'm assuming there is an oring that needs replaced or maybe that is normal, please let me know, thanks,

A little condensation is normal; a drip-drip-drip is not. As for what you call the "infusion position", see Is there a purpose for the E61 middle brew lever position?

Ya, its just a little condensation, so the lever in infusion position shouldnt presoak the grinds? No water comes out at all in that position
