What is this in the Vetrano pic+movie

can anyone tell me what is that in the picture.

it goes between the pump and the hose connecting to the boiler.

my vetrano take water while frothing milk and a tech guy told me that if i will take
that part out the frothing will be better.

so it's really better but the water from the E61 run faster.

can anyone help me with that. i include a youtube link to show how i did that

Looks like a flow restrictor. It lowers the flow rate of the water from the pump. Kind of odd actually. The grouphead has a flow restrictor in it as well. It would have no effect on steaming other than prolonging the boiler refill time, not sure how your tech came up with that.

If you are having trouble with the pump running while trying to steam milk, try this tip: Draw a little water from the water tap into your cup before pulling the shot. It will warm up the cup and top off the boiler, thereby assuring that the steam boiler doesn't call for water mid-shot or while steaming.
