If the water in the boiler is coming up to temperature, that is the force that would push both steam and water out of their respective taps. Either the valves are broken somehow and are not opening properly, or the pipes and tubes leading from the boiler to the steam-tips (or the steam tips themselves) and water outlet are clogged, perhaps with calcium or lime deposits.
Easiest things first:
Remove the steam tip and see if steam comes out. If it does, the tips are clogged. If it doesn't, take most of the cotton wool off the top of a cleaning swab and root around inside the steam wand. Dirty? that might be the issue, clean?
Step two:
Start to remove panels to get to the steam valve. You'll want to let the machine cool down, and then start disassembly of the steam and water valves. once the valve stop is removed, it should be a straight shot to the boiler. If it isn't, you're probably looking at a complete boiler descale, if not something more serious. If a descale doesn't clear things up, you'll want to have a pro look at it.
