HERE IS AN UPDATE -

The machine is back in fine working order thanks to Beverage Town, a commercial coffee service company outside of Chicago.

There wasn't a stuck value nor loose part, however, the external spring-sensor - which verifies that water is in the external fill tank - had oxidation or corrosion on it, which caused it to not complete the circuit or otherwise "think" that the tank was empty.

Once cleaned, the sensor functioned properly and the "refill tank" malfunction was resolved (thus far).

The flow of water depicted in the photos was caused by me lifting up the machine that sensor underneath which then caused the tank to overflow and water to flow out the overflow value.

All is well that ends well.

Thanks to everyone for their suggestions and I hope that this post will serve as a possible solution for someone with a future issue such as mine.
