Rancilio Silvia Will Not Cycle

Silvia not cycling and overheating - I've replaced both thermostats and still a problem. The lights never change or go off and the overheat protection never kicks in. It just get super heated quickly. Steam comes out of brewhead after a few minutes. I've used thermal paste on new parts but no help. Any chance to save this one?

If it is badly scaled internally it could be insulating the thermostats from the water temperature from the inside of the boiler. You could also have gotten a bad thermostat or the wrong thermostats, or put them in the wrong orientation. I would start with the easiest first. Take the thermostats out and test them. You will need an ohm meter or continuity tester, a (preferably) digital thermometer, and a heat gun or hot surface (frying pan?).
