With the machine unplugged:

There should be continuity between the two terminals on the pstat that are utilized.
There should be about 40 ohms resistance for the heating element.

With the machine on:

You should read line voltage between any of the connected pstat terminals and ground.
You should read line voltage across the heating element terminals.

Before I gave up and dumped the machine, I would offer it to the repair facility.

I used nylon thread tape to screw the Pstat tube into the boiler which may isolate the ground of the pstat against the rest of the machine.

I can do those checks, but don't understand if the heater light is on, that means the current to the heating element should be on as well

The nylon thread is not relevant.
Did you look at the electrical diagram I linked to?

Yeah I looked but I think I am in over my head :(

It could be the heating element or it could be something else so I'm gonna give the machine as a gift to a friend of my son's who is a mechanic and let him try to figure it out.

I already replaced it with a LaVibiemme for me and got a factory replacement for the Oscar at dealer cost so I'm OK.

I just thought I would fool around, ordered the obvious pieces etc but it wasn't 1,2 3
