I have an in-line pressure regulator that keeps the inlet to the machine at 30 psi. I don't know that the Rocket allows for line preinfusion? I always though that it would only let water pass when the pump is engaged and then you get the typical e61 head preinfusion at full pump pressure.
The 45° position of the brew lever should allow for water line level pre-infusion. Try it. You might notice a slight drop in water pressure reading on the 'Pump Pressure' gauge. I can see by the picture you posted that it already is reading a water line pressure of about 4-Bar. Lifting the group lever to the middle or slightly higher position - but before the pump engages should initiate water line level per-infusion. Watch the pump gauge and listen for the sounds of water flowing. It should take about 6-seconds to pre-infuse the puck and for the first drop to hit the bottom of the cup, then lift the group lever to the 90° position (parallel to floor) to engage the pump. You can end with a line level ramp down or go all the way down to open the group valve to release pressure completely.

After a few entry level machines and grinders I am happy with where I am at. My house was built in the late 90's when it was apparently popular to have a large cabinet that could house an old tube television. It has become my espresso cabinet. When not in use, the door folds down and covers everything.

There used to be old typewriter cabinets that allowed the user to fold the very large heavy legal typewriter into the cabinet.
