PID'd Rancilio Silvia solenoid problems after refurb

So I have rebuilt my old Silvia for a friend. It worked fine before I tore it down to the frame. I thought I labeled all electrical connections properly. Now it is back together, but when I hit the brew switch, the solenoid makes a LOT of noise. It almost sounds like like it is opening and closing at the same rate as the pump. Needless to say water is pulsing out of the 3-way valve as well.
What could have gone wrong here. It seems like there is a short, but I have no idea where. Could it be something with the physical installation of the solenoid? How can I check?
I don't think there is physical obstruction, as it seems to close just fine a few seconds after i turn the brew switch.

Sounds like a wiring issue. Try and get the wiring diagram from somewhere and compare it to what you have there.
